Key insights:

  • Prevention delivers immediate economic returns, with a €20 million investment in a cardiovascular disease (CVD) prevention program generating €50 million in GVA and 1,178 additional workers within the first 10 years. 
  • Better health drives productivity, as avoiding 315 deaths and 928 non-fatal events over 15 years creates €127 million in social value through increased paid (€60.1m) and unpaid (€66.9m) work. 
  • Long-term modelling shows even greater potential, with 12,077 Estonians aged 30–39 gaining 28.7 million additional productive hours over their lifetime – equivalent to €1.06 billion in value creation. 

By reframing healthcare as an investment rather than a cost, Estonia can unlock significant economic and societal benefits. Strategic decisions today can ensure a healthier, more productive population tomorrow.
